The first partisan units in Poltava Oblast began to form in August 1941. This was done on the basis of fighter units created in the regional centres of the region. As of 11 August 1941, 2,267 people had volunteered to fight behind enemy lines, including 62 detachments, 113 sabotage groups to operate at railway stations and industrial enterprises, and 232 lone saboteurs to carry out independent subversive activities. The rapid approach of the frontline to the borders of Poltava region led to the abandonment of lone saboteurs and sabotage groups. Only volunteer partisan groups such as Peremoha remained.
