The memorial is dedicated to 123 soldiers of the Armed Forces of the USSR who died in Afghanistan in 1979-1989 and is timed to the 15th anniversary of the withdrawal of Soviet troops from that country. At the foot of the monument, there is a capsule with Afghan soil brought back in the late 1980s from the sites of hostilities. The initiative, the creation of the memorial, belongs to the Sumy Union of Veterans and Disabled Afghan Soldiers "Afganinva," the memorial's construction is timed to the 25th anniversary of the introduction of a contingent of Soviet troops into Afghanistan. The monument of monumental art of local significance of the Sumy region entered the state register of immovable monuments of Ukraine. Resolution of the Cabinet of Ministers of Ukraine dated April 14, 2014, No. 212—security number 2600/1-Sm.
