The monument is a bronze bust crowned with a laurel wreath and placed on a pedestal. The pedestal is decorated with three high-reliefs that reproduce three episodes from Kotlyarevsky's works - one from the "Aeneid", "Natalka Poltavka" and "Moscal the Wizard" (Leonid Posen’s work). The monument was built with public funds collected in 1895-1898.
