The first memorial created in Kyiv after the declaration of Ukraine's independence as a symbol of the glory and immortality of law enforcement officers who gave their lives in the fight against crime. It is on the opening day of the Memorial that the memory of fallen law enforcement officers is honored every year. The center of the artistic structure is a kneeling woman in long pleated clothes with her head tilted to the shoulder, covered with a wide shawl with tassels, a symbol of Mother Ukraine, which summarizes the image of artistic retrospective in the modern dimension. The main element of the imaginary garment - the shawl and the hands hidden under it - symbolize irreparable loss and bitter pain. A bronze viburnum branch with leaves and twigs is placed on the podium at the woman's feet, a symbol of life, youth, and beauty.
