Monument of monumental art 150003-N Resolution of the Cabinet of Ministers of Ukraine dated September 3, 2009 No. 928. One of the oldest monuments of Odessa. Dedicated to Armand Emmanuel Sophia Septimania de Vigneault du Plessis, Duke de Richelieu. It is a bronze statue of Richelieu and three brass bas-reliefs symbolizing agriculture, trade and justice. In 1803, Richelieu became the mayor of Odesa, and in 1805 - the governor-general of the entire Novorossiysk region.
